What to build

Give L clear Progress Signals for work that may take longer than a quick reply. For safe auto-executed work and longer model/tool runs, Leo should see that L is working, what phase it is in, and whether it is waiting, blocked, or complete. The signal should reduce uncertainty without spamming the LINE chat.

Acceptance criteria

• L sends or surfaces a short progress signal when starting longer work.
• Existing LINE loading/progress notice behavior is reused where possible.
• Completion and blocked messages clearly close the loop after the progress signal.
• Anti-spam behavior prevents repeated progress messages for the same unchanged work.
• Tests cover start, completion, blocked, and suppressed-repeat cases.
