Add a compact quota widget above the input area, similar to the existing "X% context used" indicator.

What it should show:

  • Hourly quota
  • Weekly quota
  • Monthly quota
  • The active mode's relevant limit(s), including Codex's weekly 5h quota

Goal:

  • Make quota visibility obvious before the user submits more input.
  • Keep it small enough to fit the current layout without stealing space from the editor/chat area.

Notes:

  • If real-time quota data is not available, fall back to the best currently known values and make staleness obvious.
  • Keep the visual treatment consistent with the current context-used indicator.
