I’d like Codex App to support a first-class team/org-level Skill Hub for sharing, syncing, and governing skills across a team.

Codex already has a strong skills model for reusable workflows, and the docs position skills/plugins as the way to make Codex work the way a team works. The missing layer is a simple team distribution and sync experience inside Codex App.

Suggested capabilities:

  • Publish a locally authored skill or plugin to a private team/org library.
  • Let team members discover, install, update, enable, disable, and pin team skills from Codex App.
  • Sync selected team skills across a user’s devices and workspaces.
  • Show skill source, version, owner, changelog, and trust status in the UI.
  • Support permissions/governance: admin approval, private/team/org visibility, dependency review for MCP/tools, and audit logs.
  • Handle conflicts between system, user, repo, plugin, and team skills with clear precedence and warnings.
  • Support staged rollout channels such as stable/beta/internal.
  • Optionally connect this with repo/project skills discovery, related to #21907, so teams can choose whether a workflow lives with a repository or in a shared org library.

Why this matters:

For real teams, skills are not only personal shortcuts. They become operational knowledge: release runbooks, review rubrics, debugging procedures, customer-support workflows, design QA rules, deployment checks, and company-specific tool usage.

Current Codex docs already describe skills as reusable workflows and plugins as the installable distribution unit. This proposal is mainly about adding the product surface and governance layer for teams: publish, discover, sync, approve, update, and audit shared skills from Codex App.
