Bug Description

After upgrading to version 2.22.5, when selecting "Form List" to execute a sub-workflow, other projects (workflow data for unauthorized users but authorized users who can access it) are not visible.

For example: Project A, Project B, User C, User D

User C is in projects A and B and can see the data normally.

User D is in project A, and when project A calls sub-workflow B, the list is not visible.

However, I have already enabled access in the workflow settings.

To Reproduce

1. Create new projects: Project A, Project B

2. Create new users: User C, User D

3. User C joins projects A and B, User D joins project A

4. User C exposes a sub-workflow of project B

5. User D calls the sub-workflow exposed by B in the workflow development process of project A

6. It was discovered that the workflow is not visible in the list at all; it can only be completed by ID.

Expected behavior

The Form List shows any sub-workflows that you have permission to access, including those explicitly authorized by other projects.
