Bug Description
"_budget_grace_call" and "_budget_exhausted_injected" looks like the leftover of a removed feature (a graceful last retry). Now the feature looks removed and:
_budget_grace_call: always be false, relevant code never works. _budget_exhausted_injected: never used.
Steps to Reproduce
By reading code, manually search and ai double-check.
