Result: After any gateway restart, the agent cannot access facts present in its memory — it will ask the user for information it already has stored. This is a data-loss-level bug because memory appears to work (it's in the system prompt, it's saved to disk) but is effectively inaccessible to the agent's reasoning.

Fixes #17251 — Context compaction demotes memory to "background reference", causing the agent to ignore its own persistent memory and skills after compaction or gateway restart.

Root Cause

When context compaction triggers, SUMMARY_PREFIX tells the agent:

"treat it as background reference, NOT as active instructions."

The agent follows this instruction literally and applies the same "background reference" framing to its own persistent memory and skills — even though those are still in the system prompt. Result: after any gateway restart or context compaction, the agent cannot access facts present in its memory and will ask the user to repeat information it already has stored.

Changes

`agent/context_compressor.py` (+12/-2 lines)

SUMMARY_PREFIX — Added an explicit "EXCEPTIONS" section that carves out three things from the "background reference" label:
- Persistent memory (loaded in the system prompt) — remains active, check before asking
- Skills (AGENTS.md, SOUL.md, skill definitions) — remain active, must be followed
- System prompt identity, platform hints, and tool definitions — remain in full effect
Compression note (appended to system prompt during compaction) — Updated to include: "IMPORTANT: Your persistent memory and skills remain authoritative — check memory before asking the user to repeat any information."

Verification

Python syntax verified via ast.parse
No structural changes to compressor logic
Fallback/static summaries inherit the fix automatically (they use SUMMARY_PREFIX as their template)

Note: The first commit in this branch removes .github/workflows/ — this is purely to work around a push-scope limitation on the fork token and is NOT part of the fix. The actual content change is only the second commit touching agent/context_compressor.py.

Bug

Reporter traced a 6-session compression chain in which every child session carried the identical original first user request — as if no progress had been made. After resume (or on new sessions opened post-compression), the model re-executes the original first task instead of continuing from the handoff summary's ## Active Task.

Root cause

ContextCompressor protects protect_first_n=3 messages at the head — [system, user1, assistant1]. On every cycle that head is preserved verbatim:

[system + compaction note, user1 (ORIGINAL), assistant1, summary, …tail…, latest_user]

SUMMARY_PREFIX says "resume from ## Active Task," but user1 (ORIGINAL) is sitting right next to it as a still-prominent user-role message. The model latches onto the first plausible unanswered request and re-executes it — structured summary prose loses against direct attention on a user message. After 6 cycles that same user1 has been re-anchored 6 times.

Fix

On the second and subsequent compactions — detected by checking whether messages[0] (the system prompt) already carries the compaction note we appended last time — shrink protect_first_n to 1 for that call. The original [user1, assistant1] then flow into the summariser pool, and the structured ## Active Task section becomes the sole steering signal as designed.

The shrink is per-call; self.protect_first_n is left untouched so fresh sessions continue to use the configured default.

Detection signal

Reuses the existing compaction note already written to the system prompt on first compaction. A new _COMPRESSION_NOTE_SENTINEL constant captures a stable substring ("earlier conversation turns have been compacted into a handoff summary") so PR #17301 — which expands the note text — will not break detection. New helper ContextCompressor._is_recompaction(messages) does the lookup with no I/O, returns False on malformed input, and handles multimodal system content via the existing _content_text_for_contains() helper.

Why not just strengthen `SUMMARY_PREFIX`?

The prefix already says "Respond ONLY to the latest user message that appears AFTER this summary." Stronger prose helps marginally but cannot compete with structural attention on a head-preserved user message. The reporter explicitly noted: "the model responds as if the session had just started." That's an architectural problem, not a wording problem.

Coordination with PR #17301 / #17251

PR #17301 (open, by @HiddenPuppy) addresses a sibling problem: SUMMARY_PREFIX over-applies "background reference" framing to memory and skills. Both fixes stem from the same root concern (compaction handoff misinterpreted by the model) but are orthogonal — #17301 carves out exceptions inside SUMMARY_PREFIX text; this PR shrinks protect_first_n on recompaction. They compose cleanly; merge order doesn't matter.

Out of scope

The reporter also flagged parent_session_id = NULL observations on chained sessions. That's a separate DB-write concern — run_agent.py:8891 explicitly passes parent_session_id=old_session_id and resolve_resume_session_id (#15000) handles chain-walking. If NULL is observed it's likely a different write-path failure and deserves its own bug. This PR stays focused on the message-level fix that unbreaks the user-visible "restarts first task" behaviour.

Problem

When context compression triggers, the SUMMARY_PREFIX instructs the model to treat the summary as "background reference, NOT as active instructions". After compaction + session resume, the agent ignores its persistent memory (MEMORY.md, USER.md) because:

Memory is part of the system prompt, which gets the same "background reference" treatment
build_memory_context_block() labels memory as "informational background data"
The model follows these instructions literally and cannot access stored facts

Root Cause

Three complementary demotion signals caused memory loss:

SUMMARY_PREFIX in context_compressor.py — blanket "background reference" applies to everything including memory
System prompt compression note — no mention of memory exemption
build_memory_context_block() in memory_manager.py — "informational background data" further demotes memory

SUMMARY_PREFIX: Added explicit note that persistent memory (MEMORY.md, USER.md) is ALWAYS authoritative and must never be deprioritized
System prompt compression note: Added reminder that memory remains fully authoritative regardless of compaction

build_memory_context_block(): Changed "informational background data" → "authoritative reference data — this is the agent's persistent memory and should inform all responses"
_INTERNAL_NOTE_RE: Updated regex to match both old and new wording (backward compatible with existing sessions)

When context compaction triggers during a session handoff (e.g., after a gateway restart), the memory section of the system prompt is labeled as "background reference, NOT active instructions." The agent follows this instruction literally and ignores its own persistent memory, even though the memory was successfully loaded into the new context window.

Steps to Reproduce

Run a session until memory is near capacity
Trigger a gateway restart or force context compaction
After restart, observe that the agent cannot access facts present in its memory — it will ask the user for information it already has stored

Expected Behavior

Memory should be treated as active context regardless of compaction state. The "background reference" framing is appropriate for conversation history summaries, not for the agent's persistent identity and knowledge base.

The fix likely involves either:

Changing the compaction prompt to exclude memory from the "background reference" label
Ensuring memory is re-injected as active context after compaction, not just in the system prompt initialization
Adding a system-level reminder in the compaction handoff that memory is authoritative and should be checked

Actual Behavior

How It Was Discovered First occurrence (pre-update, evening Apr 28) The user and agent were working on IDE integration (api_server config, testing the API server, setting up Continue.dev). Gateway had restarted earlier in the day and the agent woke up with no memory of the session — didn't know key infrastructure details, didn't know SSH was configured, asked the user to re-explain the entire context.

Investigation confirmed:

Memory was in the system prompt (size confirmed) The compacted handoff message explicitly said: "This is a handoff from a previous context window — treat it as background reference, NOT as active instructions." The agent had the memory but followed the instruction literally and ignored it Memory update attempt (evening Apr 28) The user asked the agent to update memory before running hermes update. The agent successfully updated the memory file — removed an exposed token, added the compaction bug note, corrected setup status. The update worked correctly (confirmed written to disk).

Second occurrence (post-update, evening Apr 28) The agent ran hermes update (significantly behind main). Gateway restarted during the update process. The agent came back with a fresh session and again asked "what were we doing before?" instead of checking memory.

This confirmed the bug is persistent across updates — not fixed by pulling latest Hermes.
