  1. Open Claude Desktop on Windows 11, navigate to Cowork → Dispatch
  2. Click to initiate pairing
  3. Attempt to pair with Claude mobile app
  4. Mobile app shows "Pairing failed" — no connection established
  5. Repeatable every attempt, for several weeks

Troubleshooting already attempted: same Wi-Fi network, VPN disabled, sign out/in both devices (desktop first), Dispatch toggle off → Ctrl+R → on, deleted bridge-state.json, firewall disabled. None resolved it.

Related issues: #45937, #41525 (macOS-specific — this may be a distinct Windows failure mode, currently underreported).
