🐛 Describe the bug

AttributeError: module 'torch._inductor.fx_passes' has no attribute 'reinplace' On Windows, torch doesn't have the inductor package, thus the FakeTensorUpdater is not available. However, we want to use the FakeTensorUpdater after the lowering pass across all platforms. This blocks Torch-TensorRT's capability of using it after graph lowering on Windows
