🐛 Describe the bug

Running vLLM 0.19.0 with Qwen3.5-4B (GDN linear attention) on RTX 4090 (SM89) under WSL2, the engine core crashes with segfault during initialization / first compilation of GDN-related Triton kernels. The log shows a Triton → LLVM failure (e.g. LLVM passes like MachineCSE, translateLLVMIRToASM), leading to:

RuntimeError: Engine core initialization failed

VLLM_USE_V1=0 does not help on vLLM 0.15+ (V1-only engine; see project discussion around engine selection).

Minimal reproduction / command
