Steps to reproduce
After upgrading from 2026.4.15 to 2026.5.12, smaller local Ollama models only respond with "NO" or "NO REPLY", when being asked to do simple tool calls like "list folders in /.openclaw/skills/. Additionationally when asking agents simple questions like "who are you?" Agent responds with generic replies such as "I am a LLM developed by....x" or "I am a large language model". Run the same question through a Ollama cloud model and the agent will reply with by reading the IDENTITY.MD files, user.MD and is generally aware. Before 2026.5.12, local models like qwen3.5-0.8b were 10x more capable than any of the 9 or 14b models. Agent has full tool access.
