What to build

Add a conservative proactive follow-up for blocked work that has been stuck long enough to matter. L should surface the blocked item, why it is still blocked, and the next safe action, while respecting a policy that avoids noisy reminders.

Acceptance criteria

  • L can identify blocked work items that have exceeded a configured follow-up age.
  • The proactive message is short, Thai-first, and includes the blocked reason plus one next action.
  • Follow-ups are rate-limited so the same blocked item does not spam Leo.
  • Sensitive categories still respect approval/safety boundaries and do not execute actions automatically.
  • The follow-up policy is documented clearly enough for Leo to adjust later.
