What to build

Improve /lbrief and /lwork so blocked work items show their recovery state, not just their status. Leo should be able to see what is missing, whether the item can be retried safely, and the simplest phrase to use next without remembering an ID.

Acceptance criteria

• /lbrief highlights blocked work with the missing input or failing source in plain Thai.
• /lwork shows the next useful action for each blocked item, including natural retry phrases when retry is safe.
• Ambiguous blocked queues still offer ordinal/keyword choices instead of requiring IDs.
• Existing done/pending/waiting approval summaries remain compact and readable.
