Thanks for the technical breakdown. However, just to clarify from a user perspective: even though the fr registry wiring exists in the code for lazy-loading, the actual user interface and Control UI do not display in French yet (it defaults back to English).

Since the infrastructure is technically prepared for it, I'd love to help fill in the actual French translation strings directly in the source tree so it finally works for French users.

I'll also head over to #79458 for the CLI commands!
