What to build

Build the first executor tracer bullet for L. When Leo has a pending gateway status work item, /lexecute latest or a keyword target runs a read-only gateway health check, records the result, and closes or blocks the work item.

Acceptance criteria

• L can identify a pending fresh_data/status_check work item with check_source=gateway.
• /lexecute latest runs a read-only Hermes gateway health check through the configured local source.
• Success records checked source, status, confidence, and closes the work item.
• Failure records the reason and blocks the work item instead of silently failing.
• Adapter tests cover create -> execute -> ledger/audit -> closed or blocked.
