Title: Expose session fork as a public API

OpenClaw already implements session forking (forkSessionFromParentRuntime), but it's not reachable from outside src/auto-reply/ — it's not in plugin-sdk/*, and there's no CLI subcommand for it.

Could this be exposed publicly? Either:

  1. plugin-sdk export, e.g. plugin-sdk/session-fork re-exporting the function.
  2. CLI subcommand, e.g. openclaw sessions fork --from <sessionId>.

Other coding-agent CLIs already do this — claude --fork-session and codex fork are public flags/subcommands today.
