Add Qwen3_5ForTokenClassification for using as a value model.
Motivation
In verl, they use AutoModelForTokenClassification for loading value model. https://github.com/volcengine/verl/blob/2d6c6dbb39bf846d4ebf98c89fc5b4f49c37dd3d/verl/utils/model.py#L627 so I want to add this for using transformers directly.
