Problem:

Building Ollama in fully offline environments is currently difficult because the go dependencies must be fetched at build time.

Proposal:

Use go mod tidy && go mod vendor to populates the vendor directory with all required dependencies, publish a vendored source code tarball with the vendor directory for each release.

It would greatly help enterprise and privacy-focused users.
