What did you expect to happen?

 ### Description
The current Gemini CLI interface (menus, prompts, system status) is only available in English. While the agent can
communicate in Traditional Chinese via configuration, the underlying tool UI remains in English, creating a
disconnect in user experience for non-English speakers.

 ### Proposed Solution
Implement Internationalization (i18n) support for the CLI core.
- Allow users to set the UI language in `settings.json` or `GEMINI.md`.
- Prioritize support for Traditional Chinese (zh-TW) to align with agent communication preferences.

### Why this is important
A localized UI lowers the barrier to entry for global developers and provides a more consistent, professional
  experience when the agent is already configured to speak a specific language.
