Thinking shimmer stuck, can't interact with anything anymore, but each session still shows active spinners... only way to get out is to force quit.

What steps can reproduce the bug?

create >4 sessions that run in parallel, push some PRs, create a plan in one (maybe it happens if >x session invoke another plan, however, also happened when I simply instructured it... all use GPT 5.5 extra high + fast enabled by defaul.t

What is the expected behavior?

just fugging works to run >4 sessions in parallel... Ideally >10 on 5.5 xHigh
