What to build

Implement the v0.1 memory/storage decision for L: SQLite stores the queryable Decision & Advice Ledger, interaction history, indexes, and daily summary source data, while markdown/json artifacts provide human-readable audit and agent-readable handoff records. Deep Hermes memory integration should remain deferred until bridge semantics stabilize.

Acceptance criteria

• Every interaction can be written to SQLite with actor, role, channel, timestamp, summary, visibility, and follow-up fields.
• Advice, decisions, approvals, rejections, and cross-agent routing events create Decision & Advice Ledger entries.
• Each ledger-worthy event also writes a markdown or JSON audit artifact with enough context for review.
• Tests prove ledger writes are queryable and artifact writes are deterministic enough for audit.
