Need a UI button to tell all agents to stop what they are doing nicely, then gives them 60 seconds to comply before forcibly stopping their tasks. Then fire a hook for plugins to use to perform an orderly handoff (or whatever the plugin author wants). Really need this for when I need to reboot, shutdown, restart codex, etc.
