Add Cmd+/ as a keyboard shortcut that opens the intelligence/model picker.

Today the model picker is an important context switch, but it is not as quick to reach as other common composer-level actions. Cmd+/ would make the model picker feel like an immediate picker/action surface from anywhere the composer or thread is focused.

Expected behavior

• Pressing Cmd+/ on macOS opens the intelligence/model picker.
• The shortcut should work from the normal chat/thread composer context.
• Existing ways to open the model picker should continue to work.
• If the model picker is unavailable during an active run, Cmd+/ should follow the same enabled/disabled behavior as the current model picker entry point.

Notes

Related but not the same as #22279, which tracks the existing model picker shortcut failing under non-English/macOS input sources. This proposal is specifically about adding Cmd+/ as an ergonomic shortcut for opening the picker.

Before filing, I searched existing issues for Cmd+/, Command+/, intelligence picker, and model-picker shortcut requests and did not find an exact duplicate.
