codex - 💡(How to fix) Fix Running hooks (Start, Stop, any other) hooks do not show up nor run in actual since today (8th May)

OS irrespective (facing on Linux and Windows, Mac of my colleagues)

What issue are you seeing?

The hooks (Startup, Stop, and any) are not showing up as Running or failed or the name of hook. I have already added the new [features].hooks = true since [features].codex_hooks = true is deprecated. Tried having both as well as only the new one

I asked Codex itself to see if hooks are running, it said it is running (by looking at success status/exit code in logs or hooks logs). But

1. We also have a config.toml setting to run internal telemetry, that isn't getting uploaded.
2. I have a simple hook in hooks.json to write timestamp to a file in ~. That file isn't now updating with today's timestamp itself (meaning hooks aren't running at all).

What steps can reproduce the bug?

Have any simple hook to a script which writes now timestamp to a file either in hooks.json or have it in config.toml.
