Issue Running /setup-cowork gets stuck at ~95%. The onboarding skill loads correctly but the plugin management tools (list-plugins, suggest-plugins, list_skills) are never delivered to the session.
Steps to reproduce
- Open Claude Code Desktop on Windows 11
- Run /setup-cowork
- Progress stalls — plugin tools return 'No matching deferred tools found'
What was tried
- Restarted the app multiple times
- Updated to latest version
- Cleared app cache (Cache, Code Cache, GPUCache, DawnWebGPUCache, DawnGraphiteCache)
- MCP registry searches also return empty results
Expected behavior The setup flow should complete and show plugin suggestions for the selected role.
