Bug Description Subject: Request to restore 1 ultrareview credit — scope was misconfigured by Claude's guidance

I was using /ultrareview to review my Kalshi trading strategy repo
(Square-Kettle/Kalshi). Claude Code assistant guided me to run
/ultrareview against a feature branch (fix/blacklist-itf-wta-expansion)
that only contained 114 lines of changes — 2 files changed — when my
actual intent was to review the full project.

The review I wanted (and have now started correctly) has scope

I cancelled the misconfigured review at the "Find 7 candidates" stage
(Dedupe and Verify phases had not yet run). The review did not complete
and never produced final findings.
