Behavior: After each login, the welcome/getting started walkthrough appears again.

- Open the Codex extension in VS Code.
- Sign in.
- Complete or dismiss the welcome/onboarding walkthrough.
- Sign out or restart VS Code and sign in again.
- The welcome/onboarding walkthrough appears again instead of staying dismissed.
What is the expected behavior?
Expected behavior: The extension should remember that onboarding was already completed/dismissed and should not show it again after login.
