Any session started with a /goal message will not appear in the list of sessions when doing /resume.

What steps can reproduce the bug?

Session will not appear in resume list with this flow:

1. Launch codex
2. /goal tell me a joke
3. Exit codex
4. Launch codex
5. /resume
6. Session does not appear in the list

However, the session will appear with this flow:

1. Launch codex
2. say hi, get response
3. /goal tell me a joke
4. Exit codex
5. Launch codex
6. /resume
7. Session started with hi appears in the list

What is the expected behavior?

Session should appear in the /resume list regardless of the initial message.
